The project was initiated by the Dakshina Kannada Zilla Panchayat and has been developed over the years with the support of various government agencies and private organizations. The zoo was established to house rescued animals, while the heritage village was created to preserve traditional houses and crafts. The botanical garden and arboretum were developed to showcase the region's rich biodiversity. Pilikula has grown into a popular tourist destination and a valuable resource for environmental education and conservation.
